Register in SEAP and get a digital signature: what a company needs
Updated 5 min readRead this guide in Romanian
SEAP and SICAP are the same platform
You will see both names. SEAP (Sistemul Electronic de Achiziții Publice) is the long-standing name and SICAP is the name of the newer system. In practice, they mean the same public platform: e-licitatie.ro, where contracting authorities publish notices and bidders submit offers.
What you need before registering
- Your company's tax identification number (CUI), correctly recorded in the SEAP database.
- A qualified digital certificate for the person who will act for the company, from a provider on the EU Trusted List. Both token-based and cloud-based certificates are used.
- A computer where the certificate is installed and works.
How registration works
- Obtain the qualified certificate from a trust service provider.
- Open e-licitatie.ro and start the registration of an economic operator.
- Sign the registration request with the certificate. If your CUI is in the database and the certificate is valid, validation can be immediate. Otherwise the request may be reviewed manually.
- Add the people who will work on behalf of the company and check the roles they need.
Signing offers
Offers are signed with a qualified electronic signature. A person who is not the company's legal representative usually needs a power of attorney to sign for it, and the tender documentation says which documents to attach.
Certificates expire. Check the expiry date now, and renew well before the deadline of a bid you care about. An expired certificate on the day of submission cannot be fixed in time.
Practical tips
- Test your certificate and a mock upload before your first real deadline.
- Keep one person responsible for the SEAP account, and one backup.
- Use the support and help pages on e-licitatie.ro for the current procedure, because screens and steps change.
Common questions
- Are SEAP and SICAP different?
- They refer to the same national electronic public procurement platform, available at e-licitatie.ro.
- What kind of digital signature do I need for SEAP?
- A qualified digital certificate from a provider on the EU Trusted List. It is used to register and, as a qualified electronic signature, to sign offers.
- Can I use a cloud certificate instead of a USB token?
- Yes, both token-based and cloud-based qualified certificates are used. Check with your provider that yours works with SEAP.

See which tenders you can win
Licits reads every SEAP notice for construction works and checks it against your company, so you spend time only on tenders you can qualify for.
